Oct. 6 Senate Meeting

Resolutions Passed

The Student Senate passed a resolution stating it opposes the Higher Education Act and Budget Reconciliation.

The Higher Education Act is the single largest cut in the history of student programs because it eliminates in-school loan consolidation and it makes a fixed-rate loan more expensive for students, the motion stated.

The Budget Reconciliation would eliminate up to $9 billion from student lending programs and would increase the percentage of students graduating with unmanageable levels of loan debt, the motion stated.

The senate passed a resolution stating that they will conduct a student petition regarding the use of the old bookstore space. Students signing the petition would be expressing their support for the senate's stance that the space be converted into a meeting room for clubs and organizations, the motion stated.

The senate amended the Student Assoiation's Operating Procedures to state the term of an associate senator, a student appointed by the president to serve as a non-voting member of senate, will last until the end of the appointing president's term. The senate also approved a vision statement for the Student Senate.

SAFAC Chair Justin McMartin

SAFAC had two spontaneous requests, one from the French Club and one from the Model United Nations Club, McMartin said.

The French Club requested $1,250 to bring Eric Vincent, a singer, to SMSU for two events in November. SAFAC and the Student Senate approved the full amount with two stipulations: the events must have discounted student tickets and any profits from the event up to the $1,250 amount be paid back to the SAFAC spontaneous account.

The Model UN Club requested $703 for transportation costs for last year's and this year's mock Model UN conference. The senate approved the full amount.

Scott Crowell asked Kooiker to find two people from the Student Association to sit in on the Dining Services Request for Proposal (RFP) interviews, she said.

The senate also approved Kooiker' s appointment of Tami De Kam to the space committee.

Oct. 13 Senate Meeting

Guest Speaker: Donna Burgraff, Dean of Business, Education and Professional Studies

Burgraff was asked by the senate to speak about the Rural and Regional Studies Center. The center currently has two faculty, with one of them on leave, Burgraff said. Joe Amato is the de facto chair because no one else is in the department.

The University is now funding that department like any other and the reason they have seen the cuts is because the grant from the legislature has run out.

"It is neither President Danahar's, Provost Lou's or my intention to do away with the center," Burgraff said.

Res HALLoween is Oct. 30 and the Winter Formal will be Dec. 3 from 8 p.m. to 12 a.m. in CC 117, Jensen said.

SAFAC had two spontaneous requests, one from Campus Crusade and one from the Spur newspaper.

Campus Crusade asked for $289 for a van for a conference. SAFAC allocated the amount and the senate did not have to approve it becuase it was under $500.

The Spur requested $4,655 for color, a membership to a horoscope, comic and aricle website, an increase in staff payroll and an increase in editor payroll. SAFAC recommended funding the full amounts requested for the membership and the editor and staff payroll, citing that the Spur previously requested color in the regular budget process.

An extensive 40 minute discussion followed a motion not to fund any of the SAFAC reccommended amount. The motion failed after a tied 5-5 vote with three abstentions was broken by Vice President Andrew Fox's "no" vote. Another motion was approved to look at and vote on each individual part of the Spur's request. After another 25 minutes of discussion, the senate tabled the matter for one week.

Senator Hammes resigned from the senate, citing she did not have enough time to dedicate to the organization, said Fox, reading from a letter submitted by Hammes.
